Road Travel Guidelines during COVID – Everything you Need to Know

The second wave of COVID-19 has hit the country. In the wake of the rising cases, governments and authorities have become strict with their COVID-related guidelines. Many states have imposed night curfews and lockdowns. Regular testing and other measures are being taken by the authorities on a larger scale. Given the scale at which the cases are rising in the country, the medical infrastructure is overwhelmed. Addressing this problem, authorities released new guidelines stating that healthy travellers with no symptoms would NOT require a negative RT-PCR test to travel. This is done only to release some of the burden from the testing centres. Passengers are however advised to travel responsibly. The few exceptions that still exist have clearly been mentioned below with the latest and updated information as of August 9th, 2021.

We have come a long way in disseminating travel-related information during the COVID 19 pandemic. The aim is to ensure that you receive real-time updates on travel and face no problems on the road. Below is the latest information on night curfews, lockdowns in many states and the status of the requirement of negative RT-PCR test reports as well as other restrictions in each Indian state.

DelhiNo lockdown. Air travellers from Maharashtra, Telangana and Andhra Pradesh no longer need to carry a negative RT-PCR test report when they land at the Delhi airport.

Karnataka Night curfew from 10pm to 5 am is imposed in the state. All persons travelling to Karnataka (through any mode of transport) should carry either a negative RT-PCR Report from the test conducted within 72 hours of arrival or the vaccination certificate of at least 1 dose of the Covid-19 vaccine. State movement of persons and vehicles are permitted.
RajasthanPassengers arriving into Rajasthan from any other state/ UT will have to carry the Covid negative certificate within 72 hours from the start of the journey. He/ she is also to upload the report on the state govt. web portal as aforesaid.
Madhya PradeshNight curfew from 11 PM to 6 AM. All the passengers coming from any other State will be required to undergo RTPCR Test upon arrival.
GujaratNight curfew from 10 pm to 6 am in 8 cities. There are no rules specified on-road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
There is a negative RT_PCR COVID-19 negative certificate required from all passengers coming from any state. Apart from this, there are no other travel restrictions for passengers travelling by road.
MaharashtraTravel is allowed only for emergency and unavoidable reasons. It is advisable to carry relevant documents – valid ticket in case of travel to the railway station, airport, and bus stand or in case of attending emergency documentation to support that. E-pass is needed for local travel (within city travel) in all cities in Maharashtra. The link and process of getting the e-pass is mentioned here. There is a negative RT-PCR certificate that will be needed by passengers from Delhi, Rajasthan, Gujarat, Goa, and Kerala. This will be checked at district borders.
2 passengers are allowed for a Sedan car and 3 for 6 seater car (SUV/Innova/Crysta).
KeralaThe entire State of Kerala will be under lockdown from 6 am from 8 May to 30 May.
HaryanaThere are no restrictions on interstate travel but an e-pass is mandatory.
West BengalRtPCr report mandatory for all passengers
PunjabLockdown-like restrictions extended till June 10. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
Currently, there are no restrictions on travel by road. People can travel only through National Highways if people will enter in city, then the police will definitely stop.
ChandigarhLockdown restrictions relaxed as shops open during the day but night curfew to continue. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
Currently, there are no restrictions on travel by road.
GoaThe ongoing Goa curfew is extended till May 31. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency. There are no restrictions on road travel.
Himachal Pradesh There is no night curfew.
There are no restrictions on road travel. Passengers need to mandatorily carry a negative RT-PCR report.

Jammu and Kashmir There is no night curfew.
There are no restrictions on road travel.
 
JharkhandThere are no rules specified on road travel however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
There are no restrictions on road travel.
Uttar PradeshThere are no rules specified on road travel. However it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
Andhra PradeshPartial lockdown extended till May 31 (curfew from 12 PM to 6 AM). There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency.
There are no restrictions on road travel.

   
Bihar Lockdown imposed till June 1. No restrictions on inter-state travel.
UttarakhandCovid curfew is extended until June 1, 2021. Anyone traveling to or from Uttarakhand must mandatorily register prior to their travel here.
RT-PCR test is mandatory for passengers coming from Maharashtra, Gujarat, Kerala, Madhya Pradesh, and Chhattisgarh.

 
Tamil NaduTamilnadu government extends the lockdown till May 31. E-pass is mandatory for traveling within the state. E-registration is made mandatory for intra-district and inter-district travel along with intra-state and inter-state travel. PondicherryNight curfew is imposed from 10 pm to 5 am. There is Sunday lockdown from 10 pm on Saturday to 5 am on Monday. There are no rules specified on road travel however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
There are no travel restrictions for within city travel or intrastate travel. However, for passengers coming from other states e-pass is mandatory. To apply for the e-pass for your travel, you can look at the details of it here
OdishaNight curfew and weekend curfew is imposed in the state till 17th June. Night curfew is from 9 pm to 6 am each day and weekend curfew starts at 9 pm on Friday and ends at 6 am on Monday.. There are no rules specified on road travel however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
There are no travel restrictions for passengers travelling by road.
Chattisgarh Night curfew is imposed from 9 pm to 6 am. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency documentation to support that.
Raipur is in complete lockdown from Apr 26. Taxis operated for railway stations, airport and inter-state bus stand will be allowed with a valid ticket. Similarly, carry the relevant document for examination or other emergencies. Apart from these, you would need to apply for the e-pass for your travel. You can look at the details of it below.
There are no other travel restrictions to travel to Chhattisgarh.   
Assam There is no night curfew.
There are no restrictions on road travel.
TelanganaThe Telangana government extends lockdown until May 30. Essential activities are allowed between 6 AM and 10 AM. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency

Arunachal Pradesh Arunachal Pradesh has imposed complete lockdown in Anjaw, Dibang Valley, Lower Subansiri, Lohit and Tawang districts and the capital complex region till June 7.
ManipurNight curfew is imposed from 8 pm to 4 am. There are no rules specified on road travel during night curfew however it is advisable to carry relevant document – valid ticket in case of travel to the railway station, airport and bus stand or in case of attending emergency.

NagalandLockdown till June 11. What follows next is a comprehensive guide to the things we have come through and the data we have collated over a period of a year. For all information related to a COVID travel pass, a compulsory document required for vehicular movement in India during the lockdown, the sections below will shed light on all aspects of a travel e-pass.

Please note, the information mentioned from hereon is not updated and in most cases, does not apply anymore. However, they have still been added on the blog for the purpose of record-keeping.

The COVID situation in India – Why do you need a travel pass?

In the light of COVID cases sky-rocketing each day and hitting record highs, some states have been quick to take cognizance and hit the panic button. While India was very quick to close down its economy, it also opened up fairly soon, thereby resulting in a phase of community spread since June.

Few of the worst affected states in order to control the spread of COVID 19 have imposed strict guidelines on the movement of people in and out of those states. While most states in India have agreed to do away with the travel pass requirement (refer to the section below) some states continue to follow them wherein only a valid, government-issued COVID travel pass can allow free Intra and inter-state movement.

1. State-wise classification – Where do you need a Travel pass?

Below is a state-wise classification that will help identify where you will compulsorily need a COVID travel pass. Refer to the following sections to know about certain important cases in terms of travel. This list will be updated continuously based on how the situation pans out in the respective states.

Update: Karnataka has abolished ALL restrictions that were imposed during the lockdown period. The state will now allow complete movement of goods and passengers into and out of its borders without any hassles and e-pass requirements.

List of States/UTs where there is FREE movement and no passes are required

Karnataka, Gujarat, Haryana, Himachal Pradesh, Punjab, Rajasthan, Telangana, Uttar Pradesh, Uttarakhand, West Bengal, Chandigarh and Delhi.

List of States/UTs where a Travel pass is required

Bihar, Chattisgarh, Andhra Pradesh, Goa, Jharkhand, Kerala, Odisha, Tamil Nadu, Madhya Pradesh, Jammu & Kashmir and Pondicherry.

List of States/UTs where there is ambiguity regarding the pass

Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Andaman and Nicobar Islands, Dadra and Nagar Haveli, Daman and Diu, Ladakh and Lakshadweep.

2. Decoding movement during the lockdown – How do Travel passes work?

The way e-passes work is that if you are traveling interstate then it will depend on both states if they require an e-pass or not. If both require then you have to get an e-pass from the state of origin as well as one from the destination state.

If only one requires then you would only need to get the e-pass from that state and not the other irrespective of the fact that it is the state of trip origin or destination state.

If both states don’t require a COVID travel pass, then no pass is needed. If the states are not adjoining and there is an intermediate state that you would need to pass from, even if that state requires a pass, you don’t need to get that.

Tamil Nadu is an exception as if you are traveling from Karnataka to Kerala through Tamil Nadu, you would need to apply for a pass for Tamil Nadu too apart from applying for passes in both Karnataka and Kerala.

While in all cases, within city/within state travel is allowed, there are states like Maharashtra and Tamil Nadu, where even for within city COVID travel passes are required.

Please look at the list below to find the latest information. On top, you have to also keep a close eye on the containment zones within a city and also other initiatives by each state to reduce Corona cases like lockdown in Karnataka from Saturday evening to Monday morning.

A few things to note:

  1. Passengers traveling for leisure purposes need to check the status and conditions of Destination City/States before traveling.
  2. Night Curfew is imposed between 10:00 PM to 05:00 AM across India (varies by state but more or less applies in all states), Customers should plan their travel accordingly.
  3. While we update this information very regularly, given things still remain very dynamic we cannot guarantee that the situation will not change from the moment you book to the time you travel. What we can guarantee certainly is that we will try our level best to facilitate your travel in the safest way possible.

Here are a few examples to demonstrate the above rules:

Bangalore to Chennai Since Karnataka and Tamil Nadu both require passes, for traveling between these two states you would mandatorily need to get a pass from both the states. Please look at the details below for each state for details on where and how to apply.
Bangalore to HyderabadSince Karnataka only requires an e-pass and Telangana doesn’t, you would need to only apply for Karnataka e-pass. Please check the details for Karnataka on how to apply for the pass
New Delhi to ChandigarhSince both New Delhi and Chandigarh do not require an e-pass, you can travel freely between these UT/states. Though you have to go through Haryana you don’t need to worry about whether Haryana needs an e-pass or not.

Karnataka

In the Seva Sindhu portal exit pass from Karnataka to Tamil Nadu and Kerala states are not available. So Passengers should avail return pass for driver from Seva Sindhu prior the journey along with destination State entry pass. If there is no valid reason or emergency authority may not allow passengers to cross the border. CommentsFor entering Kerala, please follow the below steps. There is no NORKA registration happening now. So you can select the option of “New Registration” and thus there is no need for NORKA.
1. Kerala Jagratha portal: this is the link.
2. You need to go to Public Services -> Domestic Returnees -> New registration in Covid19 Jagratha.
3. While giving the reason for travel, serious reasons such as loss of job, pregnancy, health issues are given priority and other reasons such as annual vacation, retirement have fewer chances of getting the passes. You can select the reason from the dropdown box. If the reason is “Others”, you will get a separate space to mention the reason.
4. Passes need to be applied at least 48 hours prior to the commencement of travel.
5. You would need to provide other passengers’ details and the cab details. The driver details are not needed.

Andhra Pradesh

4. What do you need in order to apply for a COVID travel pass?

In order to apply for a travel pass, one must have a valid government-issued id (Aadhar Card, Pan Card, Passport Number, Driver’s License). In some states, a vehicle number is also a prerequisite to apply for a travel pass. However, those availing Savaari’s car rental services, vehicle number can be obtained by responding to us on your booking confirmation mail.

5. How long does it take to get a travel pass?

Because there is no uniform process as it varies from state to state, it is best to start your COVID travel pass application as soon as possible. It takes at least 24 hrs to secure a pass.

6. How to check the status of your COVID-19 travel pass?

You should be able to check the status on the same website that you used to apply for the pass. We will highly recommend you note down any ID/confirmation number provided after you have submitted the pass request and pay special attention to what they tell you on how/when you would know about your pass issuance.

7. How long is the pass valid for?

Every pass that has been issued by the government will be valid either for a round trip or a one-way drop. In other words, a pass is issued for one-time use only.

8. How to communicate your pass details to Savaari?

You are expected to either take a picture or screenshot of your pass and send it after the confirmation mail is sent to you. You are also expected to carry a hard copy of your pass when you are traveling with Savaari.
